In a "market forces" retail environment, sellers can invest in their product's visibility via in-store promotions, end caps, and merchandising negotiations with the retailer. So why not create advertising and promotional inventory in and around the App store? There is no faster way to ensure that the cream (or at least the cream that can afford the ticket, but it is in the publishers' interest to only back titles that they see as potential winners) rises to the top. Yes, the little guys get squished in this type of scenario, so Apple could find a way to even out the playing field a little via giving more prominence to user reviews and the like.
